DAI PROPOSAL: Incentives for partnerships in WEB3 space

My proposal is to use the DAI to set up a fund to accelerate partnerships in the WEB3 space that HOPR will be operating in. HOPR has a real important use case in the WEB3 world. The developments and potential partners are in early stages and high growth. Selecting strong partnerships and alliances can accelerate HOPR goals. The fund can be used for supporting these alliances, ie on advisory on partner assessments and selection, but also mutual development with partners. In order to access the fund, there could be a set of criteria to be applied:

  1. partnership assessment with tangible, verifiable output
  2. Specific area of partnerships, ie WEB3 accelaration
  3. mutual research/development activity

What exactly are you proposing should be done with the DAI in this partnership fund? Please specify a bit more how that would be set up.
