Use all the funds to add more liquidity to another chain, preferably a Ethereum Layer 2 like Arbitrum or Optimism

Feel free to use the template there if it helps.

One other point: if by “all the funds” you mean both DAI and HOPR controlled by the DAO, then I don’t think there’s a way to make this work. There will probably be no HOPR left after the vote in the other half of this experiment.
