For anyone still confused: if you take the standard projection of territorial claims of Antarctica and treat it as a clock face, all the times match up with the places the man is claimed to have been, including unclaimed Marie Byrd Land at 08:00. Norway has a huge claim, including what would be noon (it’s also the only claimant country not mentioned!)
